Call for officers for the 2023 ICH

NGO Forum Electoral Board

The ICH NGO Forum has opened a call for officers to sit on the 2023 ICH NGO Forum Electoral Board.

Applications must be submitted before 10 August 2023 midnight (Eastern Daylight Time, EDT). The

Executive Board invites applications only from electoral regions that are not up for elections this year,

that is Western Europe and North America, and Asia-Pacific.

The ICH NGO Forum Electoral Board is responsible for organizing and overseeing elections for the ICH

NGO Forum’s Executive Board, which take place during the annual sessions of the Intergovernmental

Committee for the Safeguarding of the Intangible Cultural Heritage. The next meeting, 18.COM, will be

held in Kasane, Botswana from 4 to 9 of December 2023.

According to the Electoral Rules adopted at the Extraordinary General Assembly of 2 November 2022:

a. Candidates must not belong to the regions subject to election;

b. Candidates must be proposed by an Accredited NGO member of the ICH NGO Forum;

c. There must be three Electoral Officers selected, one from each of the three regions that

are not being elected.

The Executive Board will select the Electoral Officers based on the following criteria:

- Candidates are members of an Accredited NGO affiliated to the ICH NGO Forum and

have its endorsement;

- Candidates should not be from regions subject to election;

- Applicants from the same region must be selected on a “first come, first served” basis;

- If there is no candidate from any given region, candidates from a region that has a

candidate for election can be appointed to serve as the Electoral Officers.

The primary role of the Electoral Board is to implement the following :

• Launch the Executive Board elections by mid-August 2023;

• Ensure an open and transparent online process for the call and the submission of

applications;

• Submit the profiles of the candidates to all NGOs prior to the elections;

• Organize the elections at 18.COM.

Appel à candidatures pour le Bureau électoral du

Forum des ONG du PCI 2023

Le Forum des ONG du PCI lance un appel à candidatures pour le Bureau électoral du Forum des

ONG du PCI 2023 (à envoyer avant le 10 août 2023 minuit (Heure avancée de l’Est, HAE). Le

Conseil exécutif sollicite des candidatures provenant de régions électorales qui ne font pas l’objet

d’élections cette année, soit l’Europe de l’Ouest et l’Amérique du Nord, et l’Asie-Pacifique.

Le Bureau électoral du Forum des ONG du PCI est chargé d'organiser et de superviser les élections du B

du Bureau exécutif du Forum des ONG du PCI, qui ont lieu pendant les sessions annuelles du Comité

intergouvernemental pour la sauvegarde du patrimoine culturel immatériel. La prochaine réunion du

Comité, 18.COM, se tiendra à Kasane, Botswana du 4 au 9 of décembre 2023.

Suivant les règles électorales concernant le travail du Bureau électoral adoptées par l’Assemblée

générale extraordinaire du 2 novembre 2022 :

a. Les candidats ne doivent pas appartenir aux régions soumises à élection.

b. Les candidats doivent être proposés par une ONG accréditée membre du Forum des ONG du

PCI

c. Il doit y avoir trois agents électoraux sélectionnés, un provenant de chacune des trois régions

qui ne sont pas en élection.

Le Conseil exécutif sélectionnera les officiers électoraux sur la base des critères suivants :

-Le candidat a l'aval d'une ONG accréditée membre du Forum des ONG du PCI.

- Les candidats ne doivent pas provenir de régions soumises à élection.

- Les candidats d'une même région doivent être sélectionnés selon le principe du "premier

arrivé, premier servi".

S'il n'y a pas de candidat d'une région donnée, des candidats d'autres régions peuvent

être nommés pour servir comme officiers électoraux.

Le rôle principal du Bureau électoral est de mettre en œuvre ce qui suit :

• Lancer les élections du Conseil exécutif à la mi-août 2023 ;

• Assurer un processus ouvert et transparent d’appel et de soumission des demandes de

candidatures en ligne ;

• Soumettre les dossiers des candidats pour élection à toutes les ONG ;

• Organiser les élections au 18.COM
