1.          Registration for the 16.COM Information and exchange session (10 December 2021 - 2.00 to 3.00 p.m., Paris time)

An Information and exchange session will be held through the Zoom platform on Friday, 10 December 2021 from 2.00 to 3.00 p.m (Paris time). The purpose of the meeting will be to introduce, in the presence of the Chairperson of the Committee (Mr Punchi Nilame Meegaswatte), the provisional agenda and timetable of the session, as well as its working methods. This meeting is also open to interested States that are not members of the Committee and other observers.

2.          Registration for the 16.COM (13 to 18 December 2021)

The sixteenth session will be held fully online on the Zoom platform from 13 to 18 December 2021 and will be simultaneously webcast on the dedicated 16.COM webpage (https://ich.unesco.org/en/16com). In order to be included in the provisional list of participants, all participants are advised to register as soon as possible through the following online registration form at: https://ich.unesco.org/en/registration-01187.

Committee members and observers who wish to receive an active connection on Zoom are required to also register by using the following link:

Upon registration, a meeting link by email before the end of the day on 12 December 2021 (Paris time).

Delegations are invited to limit the number of simultaneous active connections on Zoom according to the following recommendations:

-             Committee members: a maximum of five simultaneous active connections;

-             States Parties non-members of the Committee: a maximum of three simultaneous active connections;

-             Other observers: a maximum of one simultaneous active connection.

Should the number of connections surpass the limit of active connections (1,000 active participants), priority will be given to Committee members and States Parties non-members of the Committee. Kindly note that participants who do not need to actively take part in the debates may follow the webcast, which will be accessible on the following webpage: https://ich.unesco.org/en/16com.

Further technical information on the use of the Zoom platform will be provided in the General Information Document (LHE/21/16.COM/INF.1).

3.          Voting by secret ballot

As part of Item 16 on the Establishment of the Evaluation Body for the 2022 cycle, the Committee is asked to elect three new members of the Evaluation Body in accordance with section B of Rule 39 of the Rules of Procedures of the Committee. While the 16.COM will be held fully online, the vote by secret ballot is required to be organized in presentia. Candidates have been proposed by States Parties through the Chairperson of each electoral group. The list of candidates can be found in Annex 2 of document LHE/21/16.COM/16 Rev.3.

Logistical arrangements

Based on the provisional timetable, Item 16 will be examined on Saturday, 18 December. However, as the session is held fully online, the voting will need to take place at an earlier date in order to allow sufficient time for the counting of ballots and the possible need for a second secret ballot if so required. This arrangement was already applied at the fifteenth session of the Committee in 2020.

At its first meeting during the session on 14 December, the Bureau will determine the date of the voting, tentatively scheduled for Wednesday, 15 December. Prior to the voting, two volunteers who can be physically present in Paris to act as tellers will be identified. Voting will take place at UNESCO Headquarters (Room V) in Paris from 13:20 to 14:00 on a date to be decided by the Bureau, according to the following voting timetable:

The two tellers and members of the Secretariat will be present during the voting period and counting of the ballots. At the time of voting, Committee members will receive an envelope and ballot papers, one for each vacant seat, bearing the names of all the candidates in that electoral group. Each Committee member should cast its vote by encircling the names of those candidates for which it desires to vote. The absence of any ballot paper in the envelope shall be considered an abstention.

If two or more candidates obtain the same number of votes, there shall be a second secret ballot restricted to those candidates who obtained the same number of votes. If ever this is the case, the date and time of the second vote will be announced during the session. While the provisional timetable foresees that the final results will be announced during Item 16 on Saturday, 18 December 2021, the Chairperson may decide, in consultation with the Bureau, to announce the results earlier, once the counting of the votes is finalized. 

Identification of representatives

As the election is taking place in Paris at UNESCO Headquarters, all delegations must have a representative who can be physically present to take part in the vote by secret ballot. At the time of voting, this person will be asked to present identification (i.e. UNESCO badge) that clearly identifies the delegation they represent and to sign the attendance list.

Those delegations who do not have a representative in France may designate as their representatives, with the right to vote conducted by secret ballot, individuals of their choice based in France (with the only exception of persons who are already representing another State Party). Accreditation letters should follow the normal practice at UNESCO, which is that they should be signed by the Head of State, Head of Government or Minister for Foreign Affairs. They should be submitted electronically by Monday, 13 December 2021 to ichmeetings@unesco.org. When voting, the representative should also bring a copy of this letter along with a piece of personal identification and sign the attendance list.

Afin d’être inclus dans la liste provisoire des participants, il est conseillé à tous les participants de s’inscrire dès que possible au moyen du formulaire d’inscription en ligne suivant : https://ich.unesco.org/en/registration-01187.

Les membres du comité et les observateurs qui souhaitent bénéficier d’une connexion active sur Zoom sont priés de s’inscrire également en utilisant le lien suivant :

3.          Scrutin secret

Dans le cadre du point 16 sur l’établissement de l’Organe d’évaluation pour le cycle 2022, le Comité est invité à élire trois nouveaux membres de l’Organe d’évaluation conformément à la section B de l’article 39 du Règlement intérieur du Comité. Bien que le 16.COM se déroulera entièrement en ligne, le scrutin secret doit être organisé in presentia. Les candidats ont été proposés par les États parties par l’intermédiaire du Président de chaque groupe électoral. La liste des candidats se trouve à l’annexe 2 du document LHE/21/16.COM/16 Rev.3.

Dispositions logistiques

D’après le calendrier provisoire, le point 16 sera examiné le samedi 18 décembre. Toutefois, la session se déroulant entièrement en ligne, le vote devra avoir lieu à une date antérieure afin de laisser suffisamment de temps pour le décompte des voix et la nécessité éventuelle d’un second scrutin secret si nécessaire. Cette disposition a déjà été appliquée lors de la quinzième session du Comité en 2020.

Lors de sa première réunion au cours de la session, le 14 décembre, le Bureau déterminera la date du vote, provisoirement prévue pour le mercredi 15 décembre. Avant le vote, deux volontaires qui peuvent être physiquement présents à Paris pour agir en tant que scrutateurs seront identifiés. Le vote aura lieu au siège de l’UNESCO (salle V) à Paris de 13h20 à 14h00 à une date qui sera décidée par le Bureau, selon le calendrier de vote de vote suivant :

Les deux scrutateurs et des membres du Secrétariat seront présents pendant la période de vote et le décompte des voix. Au moment du vote, les membres du Comité recevront une enveloppe et des bulletins de vote, un pour chaque siège vacant, portant les noms de tous les candidats de ce groupe électoral. Chaque membre du Comité votera en encerclant les noms des candidats pour lesquels il souhaite voter. L’absence de bulletin de vote dans l’enveloppe sera considérée comme une abstention.

Si deux candidats ou plus obtiennent un nombre égal de voix, il est procédé à un second tour au scrutin secret limité aux candidats ayant obtenu le même nombre de voix. Si tel est le cas, la date et l’heure du deuxième vote seront annoncées au cours de la session. Bien que le calendrier provisoire prévoie l’annonce des résultats définitifs au cours de l’examen du point 16 le samedi 18 décembre 2021, le Président peut décider, en consultation avec le Bureau, d’annoncer les résultats plus tôt, une fois que le décompte des voix est finalisé.

Identification des représentants

L’élection ayant lieu au Siège de l’UNESCO à Paris, toutes les délégations doivent avoir un représentant qui peut être physiquement présent à Paris pour prendre part au scrutin secret. Au moment du vote, il sera demandé à cette personne de présenter une pièce d’identité (c’est à dire le badge de l’UNESCO) identifiant clairement la délégation qu’elle représente et de signer la liste d’émargement.

Les délégations n’ayant pas de représentant en France peuvent désigner un individu de leur choix basé en France, ayant le droit de vote (à l’exception des personnes qui représentent déjà un autre État partie). Les lettres d’accréditation doivent suivre la pratique habituelle, à savoir qu’elles doivent être signées par le Chef d’État, le Chef du gouvernement ou le Ministre des affaires étrangères. Cette lettre doit être envoyée électroniquement avant le lundi 13 décembre 2021 à l’adresse ichmeetings@unesco.org. Lors du vote, le représentant doit également présenter une copie de cette lettre avec sa pièce d’identité personnelle, et signer la liste d’émargement.

Dear Ambassador,

Following the informal online exchange of the Bureau earlier today, I am writing to inform you that the upcoming sixteenth session of the Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage (13–18 December 2021) will take place fully online through the Zoom platform.

Kindly note that the Committee will be in session from 10.15 a.m. to 5:15 p.m., Paris time (including a one-hour lunch break from 1.15 p.m. to 2.15 p.m.) from Monday to Saturday, as reflected in the revised timetable (Document LHE/21/16.COM/INF.2.1 Rev). The Bureau will convene prior to the Committee from Tuesday to Saturday from 9.30 a.m. to 10.00 a.m.

An Information and exchange session will be held online on Friday, 10 December 2021 from 2.00 to 3.00 p.m., Paris time. The General Information document (Document LHE/21/16.COM/INF.1) will shortly be published on the dedicated page of the sixteenth session of the Committee and will provide more information regarding the logistics of the meeting.
